Barcelona City Council has approved a new grant scheme for individuals and businesses to replace petrol-powered mopeds with electric ones, running from 15 September 2026 to 30 September 2028.
The scheme forms part of the city’s drive towards an entirely electric moped fleet by 2030.
Moped renewal and battery-swap stations
Barcelona currently has 32,000 registered mopeds, of which an estimated 24,000 run on petrol and around 8,000 are already electric. The programme has a budget of €15m and is expected to fund the renewal of 24,000 mopeds, as well as the rollout of 64 new battery-swap stations.
Grants of €600 will be available for each new electric moped purchased, capped at 50 per cent of the pre-VAT price. To qualify, applicants must scrap a petrol-powered moped as part of the process. Both the purchase and the scrapping must have taken place on or after 1 March 2026 to be eligible.

To make the process as straightforward as possible for residents, individuals applying for the grant will only need to provide two documents: proof of purchase of the electric moped and proof that the petrol model has been scrapped.
Barcelona’s municipal depots, run by Barcelona de Serveis Municipals (BSM), offer a free scrapping service and issue the certificate needed to apply for the grant.

A further grant scheme for charging infrastructure at battery-swap stations is due to be announced shortly.
These measures form part of the Climate Plan, the council’s strategy to decarbonise the city and tackle climate change, which envisages €1.8bn of investment by 2030 in adaptation and mitigation measures.
