Public Service Electric and Gas Co (PSE&G), headquartered in Newark, has tendered a proposal for a clean energy future programme (CEF) with the New Jersey Board of Public Utilities which is expected to result in $7.4bn savings for customers.
The aim of CEF is to make critical investments in clean energy and advanced technology that would propel New Jersey’s role as a national leader in energy efficiency and jump-start other clean energy priorities.
The proposal will put New Jersey on the path to meeting the aggressive energy storage goals set forth in the state’s clean energy legislation, and which also requires utilities to reduce customers’ annual electric and gas consumption by 2 per cent and 0.75 per cent, respectively.
Further goals of the state’s policy are to bolster electric vehicles (EVs), make the electric grid more resilient, and improve storm restoration response.
If approved, CEF will see PSE&G’s build on its momentum to modernise its utility infrastructure, improve energy efficiency, reduce emissions, create thousands of jobs and have a multi-billion-dollar impact on the local economy during the next 20 years.
CEF also includes a plan to implement an advanced technology platform, called the energy cloud, which would modernise the way the utility serves its customers in the future. When fully implemented, the energy cloud is expected to save customers another $1.7bn over 20 years.
“[CEF] is a win-win-win for New Jersey. It’s aligned with what our customers want. It’s aligned with the governor’s energy policy. And it benefits our state’s economy, said Dave Daly, president and chief operating officer,” PSE&G.
“So far, we have received support from more than 80 organisations from across New Jersey, representing environmental advocates, clean energy service providers, large and small businesses, labour organisations, elected officials, nonprofit agencies and community leaders…and more support is arriving every day.”
CEF represents a six-year commitment for energy efficiency, EVs, energy storage and the energy cloud programme, which would create an advanced technology network and upgrade 2.2 million electric meters to smart meters which provide real-time data and enable faster outage restoration.

CEF will introduce opportunities for customers including electric school buses which are healthier for children. Businesses, such as hospitals, that have participated in PSE&G’s energy efficiency programmes to date reportedly have seen savings, up to $1.5m annually.
The programmes are also forecast to reduce carbon dioxide emissions by about 36 million tonnes (US 40 million tons) over their lifetime, equivalent to removing about 380,000 cars annually by 2025, growing to about 800,000 cars annually by 2035.
The $2.8bn energy efficiency plan includes $2.5bn of investment and $283m in other programme costs.
It will allow customers to: use upfront rebates and other financial incentives to purchase more efficient appliances, smart thermostats and other equipment; get free and affordable energy audits, reports and system design advice; get free and low-cost energy efficiency kits, tools and installations; and seed funding for new energy-saving techniques.
Greenlots, a global provider of EV charging software and solutions, was one of a diverse range of stakeholders – including technology companies, environmental groups, community-based organisations, and auto manufacturers and dealers – who worked with PSE&G to put forward the proposal that has broad market support.

Fisher added. "With PSE&G’s filing, residents can expect to see a range of grid benefits, as well as larger societal benefits like increasing equitable access to electrified transportation, improved health outcomes, local economic development, and fuel cost savings.
"PSE&G’s filing demonstrates the critical role utilities can play in scaling electric vehicle charging infrastructure and complementing automakers’ increasing commitment to transportation electrification.
"The filing also represents the forward-thinking strategy that has been embraced in New Jersey to achieve environmental leadership at a national level."
