The world’s most forward-thinking cities are done experimenting. From Valencia to Dubai, early adopters are already deploying AI-integrated virtual environments to plan infrastructure, stress-test services and deliver measurably better outcomes for residents. Drawing on the ITU’s Global Initiative on Virtual Worlds and AI, Discovering the Citiverse, a UN-backed platform now uniting over 70 international partners, this session examines what pioneering cities have actually built, where they have succeeded, and where lessons have been learned. The focus is unambiguously practical, exploring how to translate the citiverse concept, networks of AI-powered virtual worlds synchronised with their real-world physical counterparts, into operational tools that city leaders can use today for urban planning, public services, resilience and civic engagement, today.

Key talking points:

  • The citiverse decoded for city operators: Where do AI-powered digital environments that mirror physical infrastructure deliver genuine value and examples of where the simulation, scenario-testing and real-time decision support actually moves the needle on outcomes
  • What good looks like on the ground: The hard lessons from Valencia’s smart city data platform, Tampere’s urban planning pilots and Dubai’s metaverse economy strategy,  including what failed, what scaled and what took everyone by surprise
  • De-risking implementation: How to use the ITU’s pre-implementation readiness checklist and sandbox environment to test citiverse scenarios and build the evidence base before committing significant capital
  • Cutting through the governance fog: The interoperability, data trust and sovereignty questions that will determine whether virtual world solutions achieve city-wide scale — or die in procurement
  • From pilot to platform at pace: the internal capabilities, cross-department buy-in and partnership and procurement models that city leaders need to lock in now to make sustained citiverse deployment a reality
