At a glance
Who: Path2Zero.
What: The EU-funded project is launching the interactive dashboard, PolicyFrameMapper, designed to map, compare and analyse transport decarbonisation strategies across Europe.
Why: To advance the transition towards a net-zero, climate-resilient transport sector by consolidating Europe’s decarbonisation policies into one platform for informed decision-making.
Where: The user-friendly database is available now and covers national and city-wide measures in 29 countries, including all EU Member States, the United Kingdom and Norway.
The EU-funded project Path2Zero is introducing a digital tool to track Europe’s race to net-zero transport.
The mission of Path2Zero is to advance the transition towards a net-zero, climate-resilient transport sector by creating a transparent, consistent, comprehensive and user-friendly knowledge base.
The PolicyFrameMapper is an interactive dashboard designed to map, compare and analyse transport decarbonisation strategies across Europe.
With the PolicyFrameMapper, researchers, policymakers and local authorities are able to explore a harmonised, user-friendly database covering national and city-wide measures in 29 countries, including all EU Member States, the United Kingdom and Norway.
“The PolicyFrameMapper offers a way to visualise and understand the policies driving Europe’s transition to sustainable mobility. It consolidates Europe’s decarbonisation policies into one powerful platform for informed decision-making. This tool provides unprecedented visibility into the policies shaping Europe’s path toward zero-emission transport”, said Jorge Bañuelos Gimeno, PhD Candidate at the Universidad Politécnica de Madrid.
Until now, transport policies have been dispersed across numerous strategies and documents, making comparison across countries difficult. The new platform brings this information together under one umbrella.
The launch of PolicyFrameMapper follows the Council of the European Union agreeing to amend the European Climate Law, committing to achieve a 90 per cent reduction in net greenhouse-gas emissions by 2040, compared to 1990 levels.
While several sectors, such as energy, agriculture and forestry, have significantly reduced emissions, transport remains the EU’s most persistent challenge, with emissions continuing to rise in recent years. Meeting the 2040 and 2050 climate targets will require stronger coordination, transparent information, and more consistent monitoring of national approaches. The PolicyFrameMapper responds directly to this need.
Until now, transport policies have been dispersed across numerous strategies and documents, making comparison across countries difficult. The new platform brings this information together under one umbrella and allows users to explore how national and city-level actors are approaching the transition to net-zero transport from 2025 to 2050.
Users can view country profiles, examine policies across different levels of governance, and trace how measures relate to broader decarbonisation objectives. The platform also incorporates elements such as financing mechanisms, timing, transport modes, and climate justice considerations, offering a complete picture of each country’s pathway.
The PolicyFrameMapper offers a consolidated and accessible source of information that strengthens the evidence base for designing ambitious and realistic transport decarbonisation pathways. For Path2Zero partners, it sharpens comparative analysis and feeds into modelling of future transport scenarios. For policymakers, it offers a clear window into Europe’s current transport decarbonisation landscape at a decisive moment for climate action.
By improving transparency and supporting knowledge-sharing, the platform aims to accelerate efforts towards the EU’s objective of climate neutrality by 2050 and to support implementation of the newly adopted 2040 target.
