Abu Dhabi advances sustainable smart city development
It has signed agreements with Chinese urban modular construction and AI smart city solutions companies at its recent infrastructure summit roadshow in Shanghai.

The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has signed two agreements with China’s urban development firms during the Abu Dhabi Infrastructure Summit (ADIS) International Roadshow in Shanghai, China, focused on advanced modular construction systems and AI-driven smart city solutions.
ADPIC formalised partnerships with Q Home, a joint venture between NetZero (UAE) and Broad Homes (China), to localise modular construction systems and industrialised building technologies, and 3Enovator Technology to deploy AI applications in infrastructure governance and digital transformation of capital projects.
Smart and sustainable frameworks
The agreements aim to strengthen Abu Dhabi’s vision to develop smart, sustainable and innovative governance frameworks for construction and infrastructure monitoring, laying a foundation for future-ready, net-zero infrastructure and smart city development in the Emirate.
“This visit to China has been highly successful and marks another important moment in advancing infrastructure across the emirate,” said Mohamed Ali Al Shorafa, chairman of DMT. “We have engaged with China’s construction innovators, technology pioneers and urban development specialists. Our visit demonstrates the value of working with global leaders who possess proven expertise at the scale and pace our ambitious infrastructure programme demands to improve liveability for all.

Qabous Bashatah, founder and director of Q Home, said: “Through this partnership, we aim to establish a smart and sustainable manufacturing process that contributes to enhancing construction efficiency and reducing costs and carbon emissions, in support of the Make it in the Emirates initiative and Abu Dhabi’s 2030 vision for developing advanced and sustainable infrastructure.”
ADPIC’s partnership with 3Enovator Technology focuses on collaborative opportunities to develop AI applications in infrastructure, smart city systems and digital transformation of capital projects.

The delegation also visited the Shanghai Smart City AI Institute and met with Zevo Technologies to explore 3D printing technologies in construction.

China and the UAE have established strong bilateral ties across infrastructure and construction sectors over decades. The ADIS Roadshow in Shanghai presents opportunities for Abu Dhabi to pilot digital construction technologies, rapid-assembly modular approaches and low-carbon, smart industrial zones jointly developed with world-leading partners.
It is part of ADPIC’s international engagement strategy, following the inaugural Abu Dhabi Infrastructure Summit in June 2025. There have also been missions to Ankara and Istanbul in Turkey.
