The City of Winona, Minnesota, has upgraded its transit operations with the Routing Company’s (TRC) global on-demand vehicle routing and management platform.

The Pingo platform is intended to deliver enhanced, centralised scheduling, dynamic routing, and robust reporting capability to support Winona Transit Service’s deviated fixed routes and dial-a-ride service.

Improved rider communications

Operating under an agreement funded by the Minnesota Department of Transportation, the service went live in November 2025, and enhances the customer experience for riders in the Winona region to book their journey, receive trip notifications, and real-time track their vehicle with the Ride Pingo app.

“We’re excited to enhance Winona Transit Service with real-time dispatching, improved rider communications, reliable reporting, and an improved, flexible technology foundation,” said Monica Hennessy Mohan, City clerk at the City of Winona who oversees Winona Transit Service. “Partnering with TRC allows us to deliver a better, more consistent rider experience that we are excited about for our customers.”

Service hours for Winona Transit’s fixed-routes and dial-a-ride service operate Monday through Friday from 6am to 6:15pm and 9am to 5pm on Saturdays. All fixed routes allow for deviations that are within four blocks of the route, including service to and around Winona State University and the City of Goodview. The dial-a-ride service area is up to two miles outside the city limits of both Winona and Goodview, and riders can pre-book their trip up to six days in advance.

TRC claims its Pingo Flex functionality allows for precise scheduling, live vehicle tracking, and dynamic management of Winona Transit’s four deviated fixed routes – enabling flexibility for riders’ needs to travel with ease. The new system also delivers better visibility and control for dispatchers and drivers to enhance the entire experience end-to-end.

“We’re excited to enhance Winona Transit Service with real-time dispatching, improved rider communications, reliable reporting, and an improved, flexible technology foundation”

“This launch is another milestone for TRC, not just in terms of expanding in Minnesota, but showcasing how flexible our platform is supporting a variety of transit modes and applications across the country,” said James Cox, CEO of the Routing Company. “We’re proud to support the city and region of Winona with a software solution that makes transit easy, accessible, and efficient.”

Founded by MIT researchers and rideshare industry veterans, TRC is a global on-demand vehicle routing and management platform that partners with cities to power the future of public transit. Leveraging proprietary artificial intelligence, TRC delivers routing from multiple points of demand to one vehicle while enabling greater transit equity, accessibility, cost efficiency, and sustainability.

The company’s leading product, the Pingo app, offers on-demand or advance trip requests and can operate in on-demand, flex, fixed, shuttle, or paratransit mode.
