The city is working with climate tech firm Blocpower and sustainability alliance Green Umbrella to meet the goals outlined in the 2023 Green Cincinnati Plan.
The City of Cincinnati is working with national climate tech company BlocPower and regional sustainability alliance Green Umbrella to advance building decarbonisation across the city in support of the 2023 Green Cincinnati Plan goals.
Using its machine learning platform, BlocMaps, BlocPower will equip the city and stakeholders with building analytics and mapping tools to kickstart the City’s building electrification and energy efficiency efforts with an environmental justice lens.
With the opportunity for new capital from the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA), the City of Cincinnati and Green Umbrella enlisted BlocPower to provide a comprehensive overview of retrofit cost-savings by analysing local, state, and federal rebates and tax credits to inform the city’s project pipeline.
Cincinnati is also the first municipal partner to integrate solar feasibility data into BlocMaps to identify buildings with high potential for solar thanks to a partnership with OKI Regional Council of Governments. The installation of rooftop solar unlocks the potential for significant savings within building electrification projects.

BlocMaps will enable the City of Cincinnati and local stakeholders to prioritise and target decarbonisation and retrofitting projects based on factors such as building characteristics, consumption patterns, estimated costs, and socioeconomic indicators.
The city and project partners will now be able to use BlocMaps technology to analyse a wide variety of variables, such as energy usage intensity, heat pump feasibility, energy efficiency potential, and environmental justice to inform, build and execute citywide electrification plans as a critical tool to deploy funding tools such as home energy rebates.
In 2008, Cincinnati became one of the nation’s first municipalities to address climate change with its first Green Cincinnati Plan, the city’s blueprint for climate action. Over the last 15 years, Cincinnati has seen a 38.6 per cent reduction in the City’s carbon emissions from buildings, transportation, and waste. The revised 2023 plan aims to electrify 20,000 households by 2030, reduce reliance on fossil fuels, and target a 50 per cent reduction in carbon emissions by 2030, to reach carbon neutrality by 2050.
“We understand that buildings are a critical component of our climate work, and that decarbonising an older building stock is not a simple process,” said Oliver Kroner, director of the City of Cincinnati’s Office of Environment & Sustainability. “Partners like BlocPower are key difference makers in our work as we navigate complex issues like energy poverty, environmental justice, and electrification. BlocPower’s data tools and expertise empower us to strategically advance building decarbonisation at scale.”
Through direct collaboration with the City’s Office of Environment & Sustainability, BlocPower incorporated several new, up-to-date datasets from the City into BlocMaps, including building upgrade history, permitting records, building health hazards, solar feasibility, and energy usage patterns. As a result, BlocMaps will be better able to ensure the accuracy and effectiveness of Cincinnati’s collective decarbonisation efforts. The City of Cincinnati and Green Umbrella have licenced BlocMaps until 2025.
